Introduction
The aim of this research is to use Six Sigma for organization performance in Abu Dhabi Police forensic labs. The research highlights the background analysis of the proposed study, problem statement as well as research questions and goals. Finally, the research dwells on analyzing the literature used in the study, methodologies, the anticipated challenges and the ways in which they can be managed.
Many leaders in business organizations increasingly seek to boost the operational performance of their organizations through the adoption of Six Sigma in a difficult economy. There has been considerable popularity of large, multi-national companies that have implemented Six Sigma since it has become one of the most successful improvement systems process in businesses. Six Sigma approach has been approved to be effective in the service sector for quality management (Hensely and Dobie 2005). Quality is the core of any organization. This is an important ingredient if the organization maintains a good reputation in the market and offers customer satisfaction.
The implementation of Six Sigma at GE has been done over a number of years with an increase claim of $10 billion in revenue on a $100 billion base with an increase in margins of 16.7% (General Electric 2011). In the early years, the company highly invested in training with the successful integration of the Six Sigma approach into the corporate culture. Business performance has been known to get enhancement when Six Sigma complements the traditional ways of quality management. Effective operations management is directly related to total organizational objectives since in the long term; it will affect an organization’s profit. In operations management quality management is necessary in every organization (Schroeder et al. 2007).
As an improvement tool, Six Sigma is highly customer focused with the underpinning of a rigorous measurement philosophy. The statistical basis is in the isolation of errors and identification of ways to get rid of them. Kwak and Anbari (2006) describe Six Sigma as a business strategy useful in the improvement of business profitability, improvement of efficiency and effectiveness of operations so that the expectations and needs of customers can be met or exceeded. This can be achieved by only a handful of companies that can attest to it.
Study background…
The recent history of the UAE and the Abu Dhabi Emirate in particular, is one of spectacular growth. This has led to a dramatic rise in the migrant population that is forecast to continue for the next 20 years. Therefore, significant growth can be expected across the emirate and in the Abu Dhabi metropolitan area, forward looking projections are as follows:
Overall projections for the Abu Dhabi metropolitan area:
Population has increased by 50% in 2014.
Population will have increased by 300% by 2030.
With Abu Dhabi and the UAE becoming an even more attractive place to live and work. Higher numbers of people, businesses and residential dwelling will provide greater opportunity for crimes to occur.
A growing crime rate will require ongoing demand analysis to ensure the adequate forecasting and provision of the correct levels of forensic support and, in turn, the training and throughput of staff to meet demands.
The strategic roadmap provides the mechanism to pre-empt the rise in demand and prepare the forensic labs to meet the future.
For Abu Dhabi Policy, this has resulted in the 2008- 2014 strategic Policing Plan in which controlling crime is a key priority. The Abu Dhabi Policy has set out the importance of prevention and detection not just for total crime but also for a subset of 16 serious crimes. The potential forensic contribution to these cases is well understood.
In the year 1972 the forensic evidence department (FED) was established under General directorate of Abu Dhabi Police, Ministry of Interior, government of Abu Dhabi, UAE. In the early stages only questioned document section was established and later on forensic biology section was added to it. After few years FED was very well established and it consisted of the following sections which are:
Forensic biology , forensic chemistry, Tool- Mark and Fire- Arms, Fire and Arson, Questioned Documents.
Forensic biology section has two main branches namely:
Inspections and biological examinations branch-
DNA branch-
Inspections and biological examinations branch deals with the crime scenes and dead body examinations in the following categories of crimes:
Homicide cases, suicide cases, suspicious death cases, rape and molestation cases sodomy cases, burglary cases, drowning cases, traffic hit & run cases, falling from height cases.
In the above cases, in addition to the scene examination, biological evidences are also analyzed and DNA profiles are generated to compare with the reference samples and scientific reports are created for different requesting customers.
DNA branch is further divided into 3 sub-branches according to the nature of
cases and these are:

paternity cases-

Statement of problem
The Abu Dhabi Police forensic labs have been using a multi-pronged approach making the performance of the organization poor due to low productivity, extended turn-around times and backlog. Therefore, it becomes important for the creation of an efficient business-like structure for the organization through the use of another approach like the Lean Six Sigma to the scientific work. This will create a focus on the technical laboratory work for the scientists of DNA analysis while the services will also become accurate and timely to meet the services of the police agencies.
purpose of the study and research questions
Research Aim
The main aim of this study is to reduce the time taken to submit DNA reports for the serious crimes and reduce of the time taken to submit DNA reports for the non- suspect (volume) crimes.
Objectives:
1- To reduce 40% of the time taken to submit DNA fingerprint reports for the serious crimes.
2- To reduce 25% of the time taken to submit fingerprint reports for the non-suspect (volume) crimes.

Quality is the core of any organization. This is an important ingredient if the organization maintain a good reputation in the market and customers satisfaction. Because an organization has to be attentive enough to struggle with the changing times and trends, organizational performance should be constantly monitored. effective operations management is directly related to total organizational objectives, it will affect in longer terms in organization profit. In operations management quality management is necessary in every organization. like Abu Dhabi polices, always concentrates on what customers want, which is direct related to services development.
Applying lean 6 sigma lead to customers delegation serious and volume crime results in maximum 11 days (against 25 days before the project), much less errors in typing reports, reduced requirements for checking and less stress to the employees & the staff are more satisfied, more time to give training to new employees.
