Two implications upon health care goals and strategic plans are as follows:
A.   Building infrastructure and accommodating more people to implement the health care reforms
B.   Reorganizing the operational and risk management framework in line with the guidelines of health care reforms to apply the policy initiatives

Processes has to be analyzed and it should be made lean and systematic to serve more people according the health care reform legislation. For example, as per the legislation, people will pre existing diseases has to be covered. Hence, it is the process that should give focus upon it or the attention should be given upon alternative methods of treatment to reduce costs. Hence, it is the process that has to be realigned in tune with the reforms.
Operations also need adjustment. As per the guidelines of the reform legislation, the operation has to create a framework that should be monitored to prevent malpractices of different nature. Further, it will require more people with the growing needs to deliver the health care services. Further, the payment and reimbursement system as per the new reform legislation are different to what is being done in the past. Hence, it will also change as a part of operational flow and it will require the further training to people responsible for it.
