The resources in play for any project are, time, cost, quality and resources to achieve a set level of target. Even though all the parameters remain uncertain, its because of the target in place and the complexity is generally due to the execution process which makes it complex.

So, uncertainity is due to the target, and resources in play. This means the more flexible the management style the higher is the scope of achieving the target with variable inputs and resources in play. This generally is done when smaller targets are taken and so the parameters like cost, time and resources can be varied according to the next interim targets. And all of these is to address the uncertainty of the projects.

At the same time when the complexity is high, its due to the execution level of the project. So it needs to be fully detailed and all steps be laid out with extreme care. And so, this means everything is formal and according to the extensive analysis and set plan.
