This is because the proposal will now given autonomous power to the board to amend laws when they like and this might not keep the law and order in place or the legal system might get influenced by powerful people. Therefore, it is best to keep all law amendment to the Government to decide with the board submitting their proposals and recommendations tot he government to help them frame laws.
