I do not believe that acting legally is always the same as acting ethically in any situation. Google agreed to do business in a different country knowing that they would have to follow the laws of that country, which they agreed to follow. After the citizens of the country became familiar with the search engine and the company gained a following and continued to grow in revenue, Google wanted to change the game by going through a different route so that they could provide the same service on their own terms and not follow the laws that they had previously agreed to follow. The article addressed the alleged attack but an attack is possible in even your home county, the art of stealing the identity of others via cyber attacks is nothing new. A company is not exempt from following their agreement or the law because they want the rules changed to better fit them or because they did not take security precautions that should have been in place all along.

The people used to act unethically in business because the logical purpose of doing the business is to make profit on whatever you have to do. As in the problem paragraph, the google has changed the terms of their services and asked to change the laws according to them and which fit to their business and profitability. This is the unethical way, after having a foot-hold among the customers of an economy, to attack the customers when they got addicted to the google search engine.
When an enterprise starts doing the business at the defined scale and continue to grow in an economy, it tries to shift to a higher level of growth, where it requires different terms and freedom of laws to do extra profit of illegal ways. Therefore, the people concerned with such business starts doing the unethical businesses with the customers.
The securities which the company takes towards the damages to their customers demands some expense which decreases the profits of the company. Therefore, after being established in an economy, the company starts expending little on the security and left the customers on their luck towards accidents of the company’s product. The unethical works done on security is towards raising the profitability of the concern.
