Because one thing, requirements are not arrived from customer on schedule.

And second thing, goal in agile isn’t production ready it’s potentially shippable.

The goal is that at the end of the day the team working on the complex project is done with something so that they can be sure they’ve completed it.

But most of the time it’s not happen in complex IT projects.
